10000 bribe 'per kitchen' for building plan sanction

The bribe rate of plan approval 'per kitchen' paid by me was Rs 10000. For the building having 11 flats, the bribe demanded and paid was Rs 110000 even though the plan was according to the master plan guidelines. I believe this is the standard rate taken by the town planning section to approve building plans. The reason given is that the plan will go to the DC for approval and rates are fixed and non-negotiable
