2 Wheeler Theft Racket by Police Dept

I used to work in night shift in 2007 and after completing my shift at around 7 am, I went to the 2 wheeler parking lot opposite Vashi Railway Station to pick up my vehicle and drive home.
My 2 wheeler was missing and realized after a lot of search that it was stolen (theft).
I went to main Vashi Police Station to report the theft and logde a FIR. Initially they refused to lodge the FIR, but on my instance and after giving some references, they wrote down the FIR in a ledger (which did not seem like the official one). They also announced the theft on Wireless.
I was asked to check back after a couple of days and left my mobile number with them.
I took an auto and left police station and to my disbelief, I got a call from Police Station in 10 minutes that they had found my 2 wheeler. I was shocked and happy with the efficiency of Mumbai police, but later realized that it was a well oiled racket by police personnel itself.
When I reached police station, they told me that they have caught the thief and my vehicle who was crossing the toll bridge and we will have to go there to collect the vehicle.
On reaching there and seeing my 2 wheeler, I was very happy.
Real stort started now - They asked me to go and get a advocate to release the vehicle from them. They said that it being a Saturday, courts would be closed for the weekend and I can only collect the vehicle on Monday after getting court's instructions. The other option they gave me was to pay and get the vehicle relieved within minutes. Initially they quoted Rs. 3000/- as I would save my advocates fees and other hassles. On lot of negotations for at least an hour, they settled for Rs. 1000/-. The policeman took me to the nearest ATM and accompanied with me to the ATM to withdraw the cash and hand it over to him. Fortunately, I had just 1100 in my account and had to pay 1000.
So in a nutshell, I had to pay Rs. 1000 and spend 3 hours to get my own bike that was stolen by the police and so called found in 10 minutes of lodging the complaint and that too from a parking lot. huh!!!
