I already had a licence issued by NOIDA RTO , as it was made out of flimsy plastic over the last 6 years it was damaged badly. I wanted to get a new licence issued. Since I had moved to pune, I was required to get a NOC from NOIDA to get a new licence issued from pune. At the RTO office in Pune a tout told me I could get my licence made if only I paid him 2850.. though on negotiating hard I convinced him for 1200. I received my licence 10 days later, without any NOC. It was awesome to see that when the tout sent my form into the RTO's room it had 400 rs stapled on the form, which was returned with a signature and without the money.
