4000 bucks bribe for International driving license - Chennai

I got an opportunity to travel to USA. And I wanted to get a International driving license. I visited the RTO - North Chennai for the same. The actual fee for the same is less than 500 INR. But they demanded me 4000 bucks for the same. I had a huge time constraint since I had to settle a lot of things before I travel. I gave in the bribe of 4000 INR to the transport office Chennai - North to get my International driver's license. I got it but I still feel bad for the same.

Many times, I have thought against giving the bribe. But in India it doesnt work that way. There is a huge time constraint always. The authorities will turn us back a number of times & we tend to give in bribe and get it done quickly.

I am in the US now, I got my driver's license here also. But I visited the office just once & within 30 min all the formalities were completed. I am a non immigrant here & as per immigration officers am a alien in US. But still they do this service quickly & diligently. Even after being a citizen in India, we dont get the same respect and service.

If the officers are fast & have the will to perform their duty asap then atleast educated & genuine people like me wont bribe in.
