I needed an International Driving Permit and paid Rupees 4000 to get it to the District Transport Office,Guwahati.I later confirmed with a colleague who paid a similar bribe at Kolkata for the same IDP, only the rate was much higher at Rupees 10,000.
Touts at the Transport Office take the bribes otherwise getting the paperwork for the IDP can be a lengthy,time-taking affair of waiting at several tables for untold lengths of time and no less than a dozen days of work lost out of visits to the chaotic government office.
