700 bucks just to get a LLR

I wanted to learn car driving..approached a driving school. They said that the LLR would cost me 500/-. Since I didn't know the charges, I paid the money. later when I actually went for the LLR test, there there was no test at all. I was provided a 30/- challan by the driving school person in exchange for 200/- additional bucks. I was shell-shocked but couldn't help it as everyone else was giving and the person was demanding it as if it was his birthright! I have decided not to pay a single rupee more for my DL!
