Aadhaar application is for sale for 3 Rs at stationary shop

At Arekere MICO Layout, BG Road, there is a BBMP office where recently Aadhaar card data collection is started. initially the application was distributed for free and when we ask for the application for the kids they said, i need to bring the kids as well. But with in a week, the application is sold in the near by a stationary shop called "Bhawani" for Rs.3 and application is no more available for free at the BBMP government office. everybody are forced to pay Rs.3 and get the application (they are not accepting, online downloaded or photo copy of the application) and also forcing the public to collect the token at 1:00 am or 2:00 am in the morning. If officials can take action on this, that will be good.
