When i went to RTO OFFICE in allahabad there is a series of brokers.Whether a person have all the documents it is understood that if he have get a snap by webcap he have to give hundred.if he has to get the form duly signed the amount is 140 bt have to pay 240. if one have to finaly submit d form you have to pay 100.this process starts from learning licence n goes to permanent.i tried to complete the process without bribe they implied so much of clauses that i found it impossible to submit without them.
