I have bought a house in ambattur, chennai. all my transaction of registrstaion was done through an agent. i have gven consolidated amount for registration to an agent.
next comes the application for property tax. though i have applied ( Municipal office, ambattur, opposite to ambedkar statue) more than two years ago, every time i try to find status during my short visit to chennai, i found that the application has not progressed and i was given a open demand that some money was required for processing. out of frustration, i was ready to pay bribe ( so far not paid), then also the aplication is not progressed.
The office is completely non functional and it is really frustrating.
I found folowing reasons for corription at the gross root level where interaction with governemnt officials.
1) The clear cut procdure. ( more like a recipe) when there is an ambiguity, there is a place for corruption.
2) well defined schedule of action plan my the departmrnt
3) more of online transactions ( cutting out human intervention, wherever possible)
4) discouraging of touts/ agents
5) proper functioning of office
6) in case of some difficulties found by department on the user, clear cut procedure for rectifying the error. this is the another place where demand of pribe is high. rules of dos and donts shall be clearly displayed.
