Asked to pay Rs. 1000 as penality for breaking signal

I happened to break the signal at SP Road & NH7 Junction towards Paradise Circle.
The traffic constable caught me and asked to move the car aside and he came to my car and said "As you have violated Traffic Signal, you have to pay Rs 1000 as penalty, you decide". For which I answered him that, Sir I accept that I am guilty, but I doubt Rs 1000 is penalty for which he said, pay Rs 500 and go. Fortunately, I had Rs 300 in my purse and he checked on my purse took that Rs 300 and let me go.
I am now sure why the Police department publicize the penalties figures, and secondly the department should forbid officers from collecting the penalties, instead the culprit should be asked to pay the penalties at the banks. All the officer can do is issue challan, in this way if we see any officer collecting money on road, this will easily symbolize that he is taking bribe.
