Asking 1% of the property value as bribe

I went for the buying of the property on 27/08/2018 there document writers(non-governement officials) working for the sub-registar office asking bribes of about 1% of the property value. Even though Sub-registar is not there in the office but still they are doing registrations, moreover sub-registar is not saying they will not do the registration after 4 pm. They are officially accepting the bribes.
