Asking for Rs. 300 after verification

I had gone for my passport's verification to ********** police station. As i was going to a "Police Station" i thought i wont need much cash, so i was carrying hardly Rs. 100 with me. The constable who was noting down information was not friendly at all. After completing all the procedures, he called a peon, told him to take me to lock ups and take Rs. 300 from me. As i didnt have much cash on me, i was told to go out and get the money. I didnt have any other option, as i need my passport asap. When i went back there and gave him money, he smiled, marked something in passport records book.
