Asking For a Rs200 to leave away from the fine of Rs550

The traffic policeman was standing beyond the board of no entry.And I still have a doubt about the no entry notice board.
and asked me to pay an amount of 100 to save myself from paying fine of 550.
I asked him, Sir you should be standing near the board and do not let people cross over. And the reply was that "Ab hum Kya kare jee, Kitna der tak khade rahenge , Aur aap fine dijieyega ya phir 200."
what could i do , I just paid what he asked.
