At liluah workshop - bribe at gate entry for work

Our contract work going on of solar power at liluah workshop. Every day when our workers or materilas vehical entered from gate (we have proper gate pass) the gate man rpf person(constable or else) demand for money each and every time, not only us but other who enter for work of contract basis or vehicals.

Their salary is provided by govt than how they doing this???
