Back journey from Ma Vaishno to Bikaner

We are on the way to Bikaner from Ma Vaishno ********** (Katra). It was about 1:30am to 2:00 am (night). Our driver suddenly stopped the vehicle (Tavera-Taxi). The place was near about Jalandhar. A police man shouted and asked the driver to come out of the car. He asked him to talk to Thanedar Sb. I also went out and talked to Thanedar that we are with the family and we are coming from mandir, you can see documents of vehicle we have paid tax and there is no violation of rules. He was not ready to listen and just spoken if we want to go just now then Rs. 2000/- would have to be paid to him, except he will fine challan and the documents will be seen by court next day. He was bluntly misbehaving and was not ready to listen anything. I also requested him to kindly give us chance to talk to higher officer. but he said if u want to talk to officer I will made the challan and talk them tomorrow.
Finally looking to his misbehaviour and night time, I have no choice except to officer him bribe and finally I have to paid him Rs. 1000/-. My request is to Govt is that kindly put challans rates on hording on the NH so that such type of police officers cannot threat public
