Being asked to pay bribe for Scholarship from DAVV,Indore university's officials

Hi,
My wife has recieved scholarship from ICHR for Mphil in History this year. But she has to collect the cheque from DAVV, Indore office for which officials have been asking to pay a bribe. Now I don't understand that things which are our right why should we pay a bribe to get them. When we talked to other staffers they told that everybody in university(even the top management) knows about it but do not do anything. Now we don't have any option to go anywhere and complain. I do not want to give a single penny to these crooks. I do not beleive on local police either coz I am sure they have never helped anybody in this regard. Is there anyway I can get some help in this thing. One more point is that there is another installment which will come in next couple of months in the same office so if I take any action it may result in delay to no assignment of next cheque to me. Please help!!
