BESCOM Bill Address Change

The apartment had to pay Rs 500 per flat ( total or 12 flats) to get the address on the BESCOM bill changed from the builder to the individual flat owners. The problem is that the procedure is opaque and cumbersome, and by payng a bribe things move smoothly.
Things can be improved if this is linked to registration of a flat. When a flat ownership changes, the address on the Electricity bill should automatically change.
