The name of the tout was a Mr. Mohan who stands outside the registrar of births and deaths, near Upparpet Police Station, Bangalore. I needed the certificate within five days, in order to apply for my passport. The situation being, urgent, he stepped forward and offered original birth certificates to be created for a total fee of Rs. 800
