Black money asked by Builder

• Stamps and Registration
• Registration of Flat or Apartment
• Paid INR 9,00,000

I want to purchase one Flat in dombivali, found good place to invest. Builder offered rate of 4950/- for 950sq. ft. which was above my expectation in location like dombivali, **********.
He said that out of that 37.5Lac will be only agreement value and on top i have to pay 9Lac in cash as black money.

I went to other builder, its same story everywhere, it was not the way ealier 6-year back when i purchase in Andheri, which was total White money.

Now Builder upfront ask Black Money, hight is Bank also want to know how much I paid Black, as they count my Credit value base on that, what a poor business now days...
