Bribe of 100 Rs to seek payment receipt of 6 *******

I had filed an RTI to retrieve some maps and copy of license documents from DTCP. After a long followup and I was requested to come and collect the required maps from DTCP office.

I requested one of my friend to come along, We both took a day off, I traveled almost 60 KM to visit the office around 10 morning, waited for officials to come and to be told that they do not have maps, and we would need to go Chandigarh to get these docs, After some pleading, the engineer agreed to check the files and asked us to come back post lunch.

By then it was already 3:30 PM, I requested if they can at least share copy of license document, which was readily accepted, I was asked to deposit six rupees and get a receipt from the counter and I can get a copy.

The person at the counter asked me to deposit 100 rs to provide a receipt with such an atitude, as if this was his birth right. Complaining was useless, as everyone was hand in hand.

I had two options, Either leave without any document and waste my day, or pay up and get atleast part document. I clearly remember this story, This day was my birthday, So far I had never paid any bribe, be it for driving license, passport and was pretty proud of that.

This was not a matter of 100 Rs, but shaking ********** in the system, and showcasing how much ********** rooted corruption is among the masses, who seek bribe as normal payment. The overall experience left me very annoyed.
