The Hyderabad passport office runs only on bribe, the agents around the passport office will not let you in without extra charges and the officials in the office support these agents like anything. I have seen and heard several times about the corrupt passport officials. I have seen many cases that you will never get passport if you go directly without paying any extra charges to agent. There are people waiting for passport who applied in normal method even after 6 months. ACB should interrogate all current and past officials in Hyderabad, Passport office.
