Bribe asked to register the land/flat

I have been asked to pay Rs 15000 in the currency of Rs 100 to register my land/flat on 19Nov 2016 in registration office Jayanagar, Bangalore. Money was paid to officer via builder and his agent.
I was told that the money has to distributed to all staff working in registration office.
