Bribe for changing the Connection to 50% Construction & 50% Domestic to Full Domestic

After the construction completion, I had pay the bribe to BWSSB. When the construction started on the second floor of the already existing house, the connection was changed to 50% Domestic and 50% construction activity usage. When it had to be converted back to Domestic, I had to pay the bribe as per prescription - which is Rs 7000/=, where as the actuall fees is 100/= or 150/=
