Bribe to clear address verification for passport

I needed to secure my passport under tatkal scheme of the passport office as I had to go to Australia for higher studies on short notice as my application got approved. PC ********** at Kadri (East) police station in Mangalore,who was handling the issue said there was a lot of problem with the address proof and doucments were not in order, even though I had all documents with me and also the witnesses as required to sign on the form. He said it can be rectified for Rs 300 and also got it signed by inspector ********** after payment of the amount
