Bribe for construction approval

I have submitted the building construction sketch for approval for individual house , they were delayed the approval for 3-4 months and demanded the bribe Rs.25K INR. finally i was forced to pay the the demanded amount. i have paid this bribe amount for the actual service they supposed to do in approval office. I have not violated any building rules. If the building sketch violation they would demand rupees in lacs .
