Bribe for death certificate

I was unable to get the death certificate for my father in spite of his death due to natural causes and that too in a hospital.

The revenue officer has told me that my name (Sampath **********) sounds like a christian where as my father is a Hindu(!). when we paid 5000 Rs, the certificate was issued instantly. I had to pay this to transfer the family pension on my mother's name.

I feel bad that people can make money on death also?
