Bribe for a Death Certificate?

Back in October of 2004, my father passed away due to health conditions, and I was NOT able to get his death certificate released from the Municipal Corporation of Hyderabad. My daily routing was to complete the rituals in the morning before the office opens (yes, the rituals last for 12 days), and wait at the office, plead, beg the officer to show some compassion towards the dead person's family, to no avail.
I tried so hard not to bribe him, but, I had to give up. He simply doesnt write the certificate!!!! Screw these people.. He has family too...
