This matter relates to the Office of the Registrar of Societies in Sector-14, Gurgaon, Haryana. 'Gurgaon' does not appear in the list of cities so New Delhi has been selected.
A group of Buyers were having trouble with a stalled high-end residential project in Gurgaon where several tens of crores of Rupees paid to the Builder was at risk. In desperation they decided to setup a welfare association under the Societies Registration Act, 1860 to represent themselves collectively against the builder/developer.
Despite completing all the formalities with the help of an experienced lawyer, the application was delayed and stalled for concocted and frivolous reasons such as 'wrong paper size', by the Registrar for a period of 5 months. Finally the real reason came out when the Registrar openly demanded a bribe of Rs.6,000 to hand over the file. Despite reservations the Buyers decided to pay the bribe since their investments were at great risk. After paying the bribe on 11/Feb/2010 and getting the registration certificate it was noted that the registration had already been done a while back but the Registrar kept it with him so he could collect a bribe.
