Bribe for electricity

I purchased a flat in BTM layout and wanted to get the electric bill/meter transfered to my name. So i went to JP nagar BESCOM office where to my shock i was told to bring so many new documents pertaining to property which i found unreasonable. I came back home and asked my security guard if there is a easy way out. He told that the person who comes every month to take the meter reading in the apartment can get this work done in a jiffy as he has been doing this for last few years. I was asked to pay rs. 2000 (no less or more, fixed price). Next day, that meter person came home and collected last 2 months electric bill and an address and ID proof and 2K money from me and to my surprise, next day morning i had the proper signed document and new electric bill from BESCOM with my address. I am sorry that i had to pay bribe to get all this done but i had very little options because the JP nagar officers were not good and also i ran out of patience.
