Bribe for filing FIR for loss of driving license and pan card

I lost my wallet which contained driving license and pan card.I did not wanted anyone to misuse them. So i went to shastrinagar police station. The constable responsible for filing FIR asked me where did i lost my wallet i told some where around viman nagar.He told that area doesnt come under that police station and told me to go to laywer and bring a affidavit.And he told that he will file the FIR without affidavit and even though the area was not under his police station.In that case i have to pay him Rs 100.I paid him and left the place with frustration..
