Bribe for Apartment Registration in Bengaluru

The bribe was asked by the builder's executive, he informed us that it is normal practice to pay this amount and without it, the work cannot be done. I assume that all the officers in the Varthur Registration office are involved indirectly. The modus operandi could be that bribe money is asked & collected by agents/touts/builder executives, so that the officers don't get their hands dirty directly. And in case of any resistance or inquiry, the officers can claim innocence.
