Bribe for obtaining birth certificate

Today 12th of Oct 2018 Friday I went to perumbakkam municipal office to obtain birth certificate for my daughter.After submitting all required documents, the clerk who is in-charge of receiving the forms for birth certificate application has boldly demanded 5000 for getting my daughter birth certificate. I told that I will complaint this to VAO but he told VAO is aware of this hence nothing will work out. Only if u pay u will receive within a week else he can't tell the timeline. I am helpless at that point as VAO was on leave and I have to pay Rs.2000 to him. I didn't get his name by the way. Need justice for this.
