Bribe for a Gas Connection

Paid a bribe for a new gas connection here of 2000. The receipt stated that we were to receive 2 cylinders. Having reported to the Agency that we received 1 of those cylinders, he said it will take another 6 months to get that. After a lengthy argument with him that it is our right to receive the other cylinder immediately, the guy at the agency finally agreed to give it to us on the condition that we have to pay an additional Rs. 2000. A total bribe of 4000 is what we had to pay!!!
