Bribe to get Bith Certificate

The clerk has asked to pay Rs 1000 in 1992 just to give a certificate of Birth, only thing he has to do is he has to get to concerned Hospital and verify birth records and make a certificate. This is just insane. Hospitals sould be able to give these certificates with exact date and time which can be used as reference once the bay is named, such a system can eliminate this bribe. Hope India get cleansed
