Bribe to get death certificate for my father.

My father passed away on the 30th of Jan 2006. As Me and my brother where visiting from the US, we wanted to finish some pending transactions before we left back. For that, we needed our father's death certificate. They would not even accept our application until a bribe was paid. Once the bribe was paid, we got the certificate in a couple of hours. It was brutal manipulation during times, when you cant even think properly due to loss of a close one.
