Bribe to get permission to build another floor

The municipal officer wouldn't give an permission to build another level on my existing house. He would always create a new issue, like existing portico does not comply with rules, break it down etc. I was told by my colony people that he does it with everyone. To add another incident, in our colony one water connection is permitted per household and some people have 2 connections, they get it done by bribing the water dpt.
