Bribe to get power of attorney

I had to pay a bribe of 6200 to give power of attorney to my dad. I was told given a breakup of various fee and made to believe the total cost was 6000 while the receipt I got mentioned the fee to be 1500. I feel conned and alarmed at how commonplace these incidents happen in govt offices in India.
