To get a 4 wheeler registered in Pune you need to have a residence proof. Incase you are a tenant you either have to have a registered Rent agreement (Notorised agreement is not sufficient) or if you dont have one, you need to get an affidavit. While processing the affidavit the government officials demand a bribe and dont even request, just demand as if the money was for processing the affidavit and as if they would give a receipt. I demanded a receipt and they just told me that its a goodwill payment.
