Bribe for getting away with no PUC certificate

As they say, who in our government is even bothere about the damage & harm can be caused by a vehicle running on road without its valid legal PUC certificate. I was returning back from work (Turbhe - Navi Mumbai) in the evening when my vehicle was stopped as it was a Mumbai registered car. The PUC certificate had expired just a day back & i had forgotten to renew the same. The 2 RTO officials instead of giving me a ticket promptly gave me an option. That was to pay something in bribe keeping in mind they were 2 of them else pay Rs. 1000 as fine.
Staying around 60Km from the work place itself is task in terms of travelling, add to that the neareast RTO office was another 10 kms away. So i decided to pay them bribe of Rs 300.
