Bribe for getting the driving license

I paid a bribe to an agent at the office which i eventually had to . I had personally gone to the RTO office to do my license but after asking at about 10 windows whats the procedure i did not even get one common answer , either was it a diversion or a new process to another wimdow. In the end i was told to go to some agent and do the procedure for which i paid 500 rs more .
The only issue i think we can improve is by having a proper procedure and organising it well and increasing the no of offices . I would like to join your team . I am currently a student but i want to improve the system as little as i can do in improving my country.Thank you
