Bribe for getting License

I paid a bribe of Rs.400 for getting my license. There is no option at all & it's a big business in RTO office Arni. There is a broker outside & he's running a big business out of it. We have pay around Rs.400 to him & he will take care of everything. I think the money evenly distributed to all the officers for signing as we have all seen in the "Indian" movie. It's a regular story in my place & it's a part & parcel of our life to pay bribe for getting license.
