Bribe for getting NOC for Hotels

I have a hotel in new delhi area for last 20 yrs and I know even if you are having all the necessary things but you cannot avoid paying abribe. I am very conscious in getting genuine fire fighting instruments all ISI quality but unless you pay in Thousands and thousands of rupees to the fire deptt personals, you would not get NOC for and even if you dont get instruments you can get NOC but at a sum. bUT no payment of bribe then you cannot run your hotel. what solutions ?
