Bribe for getting non-encumbrance

I required a non-encumbrance certificate from village office for the purpose of construction of home. At first, the officer was cool and told me it will take one week to get it done. He further told that if I had to get it fast, then I had to pay something. Finally I paid Rs.100/- (in front of other officers), and I got the certificate the very same day evening!!
