Bribe for Getting a TIN number

I had plans for starting a new business which requires a TIN number. The actual cost of TIN number is Rs 200 to 500. When i approached the office directly they told me get it filed through a Sales Tax agent. The agent quoted me Rs 7500 and told they need to pay bribe many officiers. In most of the government offices we cannot directly approach and get our work done. Its a mandatory to have an agent who internally have connections with the govt officials. This system needs a change.
