Bribe for getting valid community certificate

To get a community certificate, I had to go to the taluk office for about 1 week daily. I did not get the certificate inspite of producing all the required documents. At last the peon told me that, I will get the certificate if I give 500 rupees. As I wanted the community certificate to join in an Engineering college, I had to pay that amount.
