Bribe at Govt Hospitals at lower level

We admitted our nephew at the Rajiv ********** Govt Hospital, Chennai on 04.03.2012 for treatment of Head injury. Each day we have been complled by the ward boys and the dressing boys to pay at least Rs.500 to get the patient dressed/shifting of beds/for others. After one week, while taking the patient for scanning, the ward boys demanded Rs.500/-but we could not spare the amount. The ward boys instead of taking the patient with Oxygen cylinder they removed the Oxygen tubes and the patient was taken for scanning. On the way to scanning lab the patient got breathing truble and died at 1.30 pm on 10.03.2012. Doctor incharge and staff nurses were also presented in the head injury ICU ward. After death we paid Rs.200/- for taking the body to Post Mortem, Rs.100/- for registration, Rs.300/-for Post mortem attenders, Rs.300/-to get the out. All the said amounts were given by compeltion only. This may be the position of Our other Government Hospitals in Tamilnadu. Please give the solution.
