Bribe for insurance certificate

Reported on November 2, 2010 from Chennai , Tamil Nadu  ι Report #30067

My car once met with an accident. I was waiting in my car in a traffic light when suddenly another car (driven by a doctor

and he works in a hospital in T Nagar) came and hit from behind. My car inturn hit another car (government vehicle) waiting

in front of me. It was purely the doctor's fault.

All three of us (myself, doctor and the goverment vehicle's driver) were asked to bring our cars to the ***** ***** police

station. I gave a written compliant at the police station and stated that it was the doctor's fault. Constable asked all

three of us to give him copies of documents (RC, Driving license and Insurance). I stepped out of the police station to get

the copy of the documents, when I returned after 5 minutes I was shocked to hear that the doctor was sent home by the police

(not sure what transaction happened there). When I asked the SI, he said the doctor has nothing to do here, so he went home

and won't come back. He then threated me that I should pay for the damages caused to the government vehicle since it was my

car that hit the government vehicle. I didnt agree for this and said the doctor should pay me for the damages caused to my

vehicle. After waiting for 1 hour, SI came and said that he will issue an insurance certificate for one lakh and I can use

that certificate to get "other" things also fixed. He repeatedly stressed about this "one lakh" worth certificate and I

guessed that he was expecting me to bribe him for the certificate.

While I was waiting there for the certificate, the writer came and gave a mobile number to the government vehicle's driver

ans asked him to top up Rs 100 to that mobile number (innovative way of asking bribe). Since he had only Rs 50, I gave him Rs

50 more.

Finally when the insurance certificate was about to be issued, SI demanded a big amount from me. I only had Rs 500 with me

and gave him Rs 500. He said this is not enough for the certificate, only after showing him my empty wallet, he gave me the

certificate. When I asked him the FIR copy, he said that I don't need the FIR copy (strange!!!).

When I took my vehicle to the garage to get the damages fixed, I was shocked to know that insurance certificate is of no

use..:) I ended up paying the repair charges (around 12K after insurance cover). In all, I was made to wait for more that 3

hours and paid Rs 550 as bribe to get a useless insurance certificate from the police.
