Bribe for Issue of Passport

For issue of Passport I refused to pay bribe and as a result his passport was not issued and they simply put a wrong adverse report. When i applied again for the passport - i had to pay the penalty just because of wrong report and on top of that just to avoid repetation of last instance I had to pay the bribe first to LIU inspector and then to Local Police person. They again threaten me that if i dont pay them they will put adverse report. The irony is that what should a common man do and on top of that due to this system the criminals easily get passport as they can bribe them heavily and a common person who genuinely needs the passport does not get the same as they dont have the money to shell out. We need to have the system changed and must stop this.
