Bribe for issuing DL without driving test & taking digital photograph

My son had been to RTO on 26/10 2011, to appear for a driving test to issue DL. As the inspector was not there to conduct test, they asked him to come on monday. He told them that he has to come from Bangalore as he is studying in Bangalore. Immediately he suggested to pay Rs 200 to get the license without appearing for the test. Rest is as expected.
Then he went for a photograph.Kept Rs 10 in the sky gazing palm.
He knew that they take bribe.But the young mind never expected the way they were asking.
