Bribe for IT refund

Refund of Rs 35000 was pending for over a year. The IT officer in-charge asked for a bribe of Rs 2500. Paid Rs. 1000 immediately and rest Rs 1500 on actually receiving the refund credit in bank A/c which was to happen in a week. Still awaiting refund even after paying Rs 1000!
